2015 Legislative Priorities
- Implement community-based provider rate rebasing for both community living services and day habilitation services. A history of underfunded rates has led to a system of rates that no longer cover the cost of service and have created inequitable reimbursement. The Department of Mental Health, Division of Developmental Disabilities (DD) has worked with providers to establish a standardized rate system. Funding this item is essential to keeping the DD system functioning with the highest quality of care. In order to fully implement the system historical rates need to be “rebased.”
- Support the network of community-based providers who serve people with developmental disabilities. Over the previous 4 fiscal years there has been only one increase. The cost of doing business increases annually as does the demand for services. Inflation and items such as increased health insurance costs are weakening the community based provider network. Allocate a 3% cost of living appropriation for DD / DMH Community Providers.
- Assist individuals with disabilities to obtain employment and help reduce dependency on state resources. Maintain core funding for the Missouri Vocational Rehabilitation to ensure proper services are in place to assist people with disabilities to obtain employment.
- Enhance services for individuals with brain injuries through the implementation of a Brain Injury Waiver. The creation of an array of services through a waiver model, which includes early intervention and treatment options to provide critical services while reducing long-term costs. Access to rehabilitation allows people to successfully regain daily life skills and vocational potential.
- Oppose changes to Medicaid cuts and or Managed Care initiatives that would threaten long-term or community-based services for people with Developmental Disabilities. Home and community-based supports and services contain institutional costs and help states moderate the growth of Medicaid spending. Home and community-based programs are a key Medicaid cost containment strategy.
